Human resource constitutes the ultimate basis for the wealth of nations. Capital and natural resources are passive factors of production, human beings are the active agents who accumulate capital, exploit natural resources, build social, economic, and political organizations and carry forward national development. Industrial Estates Programmes in India gained monumental with the advent of planning era and the units functioning therein seemed to have attained a reasonable age. During this period several studies have been carried out by the researchers on the operational and allied problems of Industrial Estate in India, but no attempts have been made to ascertaining and evaluating the impact of Industrial Estate programmes in Aligarh district at micro level which can help in taking policy decision relating to the future programme. Leadership is an important factor in any form of organization whether it is small or big. One of the most significant features of the leader situation is the style or behaviour of the leaders.
