Nationalisation of major commercial banks in July 1969 is regarded as the most important event in the history of Indian banking. The basic rationale behind the adoption of this measure was to make the banks instrumental in accelerating the pace of rural development so as to reduce the regional imbalances and make possible to more egalitarian distribution of the fruits of economic growth. In order to enable commercial banks to discharge new responsibilities, "Lead Bank Scheme" was introduced towards the close of 1969 whereby various commercial banks were designated as "Lead Banks" in specified districts in the country. A Lead Bank would be responsible for taking a leading role in surveying the potential for banking development in the allotted district, identifying the credit gaps and filling them up for the intensive and rapid development of rural areas in the country. This book presents an in-depth study of the working of the Lead Bank Scheme and its role in rural development and reduction of regional imbalances. Besides, pin-pointing the shortcomings and difficulties in the operation of the Scheme, it suggests a policy-frame to make banks the real agents of growth with social justice.
