An attempt is made to present the anatomy of poverty and explain the concept, chief characteristics and causes of poverty, the areas for measurement and the tools used. Thus, the first chapter deals with conceptual framework of the subject of poverty. In the second chapter, an attempt is made to present historical perspective of poverty in India. The dimensions of poverty as estimated by various authorities from time to tome are discussed in detail before concluding that it is a global phenomenon. Unemployment is a serious problem and the awareness of the problem has grown over the years which have created a sense of frustration and restlessness among the educated youth and a feeling of misery in the rural areas. The next chapter deals with an analysis of the concepts and methods of quantification of unemployment. There is a relationship between income and employment, and since income determines poverty, there is impolitely a close relationship between poverty and unemployment. An attempt is made in the fourth Chapter to explain the relationship between poverty and unemployment. Poverty is a global phenomenon and poverty- less society is a myth. However, the twin problem of poverty and unemployment in India is more acute and challenging because the number of poor in the country is overwhelmingly large and they live mainly in large number of villages under conditions of semi-starvation, mal-nutrition and ill health. That the farmer is innovative and enterprising is the underlying theme of the book. The emergence of tube wells to tap groundwater in canal irrigated areas reflects these qualities of the farmer. In a seemingly rigid framework of canal irrigated agriculture with rather inflexible input-output combinations, the farmer has come out with a method to almost eliminate the uncertainly element in irrigation to enable himself to adopt a highly remuneration cropping pattern. After providing a perspective on irrigation development in different regions of Andhra Pradesh, the book sets out to examine whether the enterprise of the farmer has proved profitable. In the process it assesses the profitability of conjunctive use of canal and groundwater sources relative to that of canal irrigation and reaches the conclusion that conjunctive irrigation is indeed beneficial to the former in the study region. Having shown that conjunctive irrigation is profitable the study points out that it is sustainable as well because the groundwater potential of the region is substantial. The author puts his extensive field work and his affinity towards the farmer to good use in spotting the enterprising farmer and projecting him as a model through this work. This model, the author argues, is of replicable value, at least, in the study region. This book will be of use to the academician, the administrator and the policy maker.
