It is a matter of deep concern that the fruits of development could not be percolated to the tribal and poverty stricken people, despite our planned efforts. In the name of development in all irrigation projects, hydro-electricity projects, industrial and mineral belts, the local inhabitants have been victimized. The interests of the uprooted tribals and weaker sections have been relegated to the background because of defective rehabilitation and compensation. The problem of development of tribals is mainly linked with the backwardness of the tribal areas, poverty of the people and the nature of development policy. This work attempts to examine the entire gamut of issues covering socio-economic and psychological problems, the impact of large dams on original inhabitants, environmental impact etc. and policies with special focus on "Poverty Stricken dalits and uprooted tribals" in the development induced displacement areas in various parts of India. It is expected that the book, Economic Development and Problems of Displacement will be immensely useful in guiding the policy makers, planners, researchers and administrators in reformulating policy paradigms.

DEVELOPMENT PLANNING FOR MINORITIES

It has increasingly been recognized that a majority of minority population (i.e. Muslims) is engaged in traditional activities, such as, handloom, powerloom, textile printing and other handicrafts, like, embroidery, chikan, zari, etc. Also, they are engaged in wood carving, meral work, carpet weaving, perfumery, leather work, besides in transport, manufacturing and trading. Remaining depends on salaried jobs in the government, public and private organizations or self-employed in service sector. Those residing in rural hinterland are engaged as labour, small and marginal farmers, artisans or self-employed in small scale trade. It is recognized that problems of poverty and unemployment needs to be handled from 'population end' by pursuing 'area based approach' rather than that of 'programme based approach.' Present study considering minority households in selected villages, blocks and cities is a modest attempt in this direction. In particular, study examines empirically: social characteristics of minorities; Economic characteristics of minorities; Housing characteristics and health conditions of minorities; Employment structure, welfare programmes and development of minorities; and Policy recommendations based on the general findings of the study. The indepth socio-economic understanding about minority households has been considered as an appropriate basis for policy recommendations to improve the socio-economic conditions.
