PRESIDENT SHANKAR DAYAL SHARMA THE SCHOLAR AND THE STATESMAN ATTAR CHAND
P.V. NARASIMHA RAO
Dr. S.D. Sharma will be 74 on August 19, 1992, has been in politics since 1940. He took an active part with Mahatma Gandhi and Jawaharlal Nehru in the Quit India Movement. He was Chief Minister of Bhopal from 1952 to 1956. He was Union Minister in the Central Government. He also became President of the Congress Party. He was Governor of Andhra Pradesh, Punjab and Maharashtra, before he was elected Vice-President of India in August 1987. As such, he was played a long and distinguished career. The book is an attempt at analysis as well as a mere biographical narrative; a gathering of sources and an interpretation rather than a reminiscence or revealation, though it contains a great amount of new and fresh approach. But it does not pretend to be a full-dress biography, for such a work we shall have to wait the slow sifting of years of scholarship. What I have written, sizeable as it may seem, is little more than a preliminary sketch, an appraisal from a political point of view. It is a fact that no reasonably full biography exist in point to-day of the only man ever to be elected. I talked to a few close associates for Dr. Sharma who has known him well-or slightly. The testimony of a servant in Bombay was often as illuminating as that if a Cabinet member. I also proceeded to read as widely as possible, big up old newspaper and magazine files, consult the official records, and knit the results together. I have read all the relevant materials. I got much more from people than from books, much more by ear than from eye. My real source is a long list of men and women. Some material was confidential as to source. To all those who helped me, let me say warm thanks. When I began writing after a few days research I thought in terms of a comparatively brief character sketch, nothing more. Then I found out that to explain the character I had to proceed to a longer account of the main elements of Dr. Sharma's life as well. I tried to invite as objectively as possible, and always from the point of view of hoping to get at the bottom of the mysterious and contradictions if his personality, his root qualities and basic sources of power. So let us proceed and explore and try to take Dr. Sharma apart and then put him together again, and see what kind of picture may be built up of Dr. Sharma, the President, Dr. Sharma the man, and so, however tentatively, and inadequately, pin something of his great substance against the wall of time.
