The district has been the most primary and basic unit of administration in India since medieval times. The police administration at the district level from the Superintendent of Police to the Constable and from the State Police Headquarters to the Police Station is an organic unit. The administrative setup in a district was conceived and constituted by the British administration and continues to be more or less the same after Independence. The structure and mechanism of the district police administration has been too static to face the dynamism of change.

The basic thrust of the study is to find out as to what extent the police administration has come up to the expectations of the people in the backward Rayalaseema region of Andhra Pradesh. The study has critically analysed police administration at the district level and includes the organizational structure of the police administration and police personnel management with reference to recruitment, training, promotion and morale in the Kurnool district within the overall framework of the state of Andhra Pradesh. An appraisal of public and police perceptions of police administration is made with a view to pinpointing deficiencies and suggesting remedial measures to strengthen and streamline the police administration to enable police to face the challenging task of satisfying the modern society.
