Public Administration is a branch of the wider field of administration. It may be said that Public Administration is a species while Administration is the genus. Public Administration is any kind of Administration in the public interest, and the world public should be emphasized over the word administration (since we have administration in many private enterprises). Or, Public Administration may simply be called governmental administration. Even in this field the term 'Public Administration' is used in two senses: (i) in its broader sense, it is concerned with the conduct affairs of the government generally; and (ii) in its narrower sense, it defines the operations of the administrative branch only.

However, Public Administration as government in action has been integrally tied to the nature of government in a specific context. There are material, economic, social and politico-ideological contexts that influence the extent of government involvement in societal problem-solving. Indian Public Administration during colonial period rule was shaped by the character and requirements of the regime.

This venture is an academic exercise to provide an over all view of Public Administration and ethical values in administration at national and micro level to present a more comprehensive view on the subject.
