Rural development is the backbone of all economic progress in a predominantly agricultural country such as India. The government has devised and implemented, and continues to do so, various schemes and programmes for the concerted development of both rural industry and agriculture under the auspices of the five year plans. The obvious rural-industry linkage and the key role assigned to the public sector, along with the numerous incentives and fiscal concessions provided to industry in attempts to disperse industrial development to backward and rural areas, have made the management of all rural development programmes a subject of immense importance. The success of these rural development programmes however is not assured unless and until their management is made more effective and efficient. The "tickle down" effect would be of no consequence if the rural programmes are mismanaged and actually constitute a waste of precious material and human resources. This is the problem that confronts all planners, policy-makers and economists in India today.
